Residents push back against ZEP extension

South Africa’s Home Affairs Minister, Dr Leon Schreiber, announced that the Zimbabwe Exemption Permit (ZEP) will remain valid until 28 May 2027. The extension was formally issued under section 31(2)(b) of the Immigration Act.

This move, published in Regulation Gazette No. 5453484 on 7 October 2025, is framed as a transitional measure, giving ZEP holders time to apply for mainstream visas or permanent residency. While the directive provides relief to thousands of families, it has also reignited debates in the community, where residents argue the policy places additional strain on public services and the local economy.

Some of the directive states that, exemption holders may not be arrested, ordered to depart or be detained for not having a valid exemption certificate, or be required to produce a valid exemption certificate, visa or an authorisation letter to remain in the country.

The gazette announcement has also opened the door for civic action. Submissions to oppose the extension are now open until 22 May to the South African public, and eMalahleni residents are mobilising to make their voices heard. For many, this is not just about immigration, it is about whether government decisions reflect the realities of communities on the ground.
